Criteria and Guidelines for Conversion of Staff

The approved Criteria and Guidelines for the Conversion of members of staff of the University of Lagos from one cadre to another cadre is as indicated below:

  1. GUIDELINES FOR STAFF CONVERSION

Staff requesting for conversion must possess the relevant degree including demonstrable capacity and skill required to effectively perform in the desired cadre.

  1. When making request for conversion, the staff must have been doing jobs similar to the cadre to which he/she desires for a minimum of two (2) years.
  2. Conversion of staff on CONTISS 07- 08 (i.e. Higher Executive Officer /Higher Technical Officer to Senior Executive Officer /Senior Technical Officer) shall be lateral to the corresponding grade level for staff that has spent a minimum of two (2) years doing jobs similar to the professional cadre.
  3. The staff will spend a minimum of one (1) year after conversion to mature on the new cadre before he/she would be eligible for promotion, provided he/she has required mature years for promotion. This should be in alignment with the requirements for the new cadre in the career structure.
  4. Staff converting on CONTISS 9 and above shall be stepped down on the career cadre as appropriate. Such staff will spend a minimum of one (1) year after conversion to the new cadre before he/she will be eligible for promotion in the new cadre, provided the candidate satisfy the provisions in the career structure.
  5. A member of staff stepping down a career cadre will not lose their earnings during the conversion exercise i.e.; salary should be made personal if it cannot be accommodated on the new scale.
  6. A member of staff converting from one cadre to another unrelated cadre from any grade level shall be brought back to the entry-level. This will enable the staff to acquire the basic knowledge of the new cadre. The staff will spend the required number of years on the cadre before he/she will be eligible for promotion.
  7. A member of staff stepping down by a grade level should formally write to accept the decision in line with the University and Public Service Rules.
  8. The request for conversion must comply with the provisions of the career structure in line with the extant rules.                          
  9. Conversion exercise is subject to the establishment provisions.
  10. In line with the extant rules, only applicants who were in the service of the University of Lagos as of 2013 and 2016 and obtained additional qualifications will be eligible for conversion. Any applicant whose additional qualification is after 2016 requires prior approval to embark on the study to be eligible.
  11. Crossing over from the non-teaching cadre to the teaching cadre and vice versa shall normally be by appointment and not by conversion. All the requirements for the new appointment shall apply.

CRITERIA FOR STAFF CONVERSION

  1. To be eligible for conversion a member of staff must have acquired additional qualifications i.e., OND, HND, Bachelor’s degree, Certificate, Diploma or Advance Diploma (from HRDC or UNILAG Consult).
  2. To be eligible for conversion, the member of staff must have been confirmed.
  3. The staff must have satisfactory work performance records as reflected in the Annual Performance Evaluation Report (APER) Form.
  4. Eligible staff who is desirous of conversion must apply through his/her Head of Department/Unit
  5. A member of staff who is under disciplinary procedure is not eligible for conversion.
  6. A member of staff who has been given a disciplinary punishment for which the debarring effect is still in force will not be considered for conversion.
  7. A member of staff who has less than 5 years to retire from the university will not be considered for conversion.
  8. To be eligible for conversion, member of staff must undergo bespoke pre-conversion eligibility training and pass the training test (60% above) which will be mounted by the Staff Training and Development Unit. This will produce and prepare candidate for the conversion test and interview.
