Important Notice: Election of Deans and Sub-Deans Commences, June 8

The election of Deans and Sub-Deans of various Faculties, University of Lagos (UNILAG) will be conducted from Monday, June 8, 2026 to Tuesday, June 16, 2026.

The Election

To appropriately conduct the election, incumbent Deans are requested to call for a Faculty Board of Studies meeting for election of Dean/Sub-Dean. Copies of: (a) Regulations governing the appointment of Dean and Sub-Dean, (b) Proposal Forms for Election of Dean and Sub-Dean, and (c) Schedule for the Election of Deans and Sub-Deans should be downloaded by clicking the respective buttons below for distribution to academic staff in the faculty.

In addition, Deans are to kindly review and confirm for correctness the list of academic staff in their faculties who are eligible to vote during the election. The list should include the following details:

  • Full Name
  • File Number
  • Department
  • Designation
  • UNILAG e-mail address
  • Telephone Number
  • Status i.e. adjunct, associate, on sabbatical leave, study leave, leave of absence, contract or visiting.

The list (soft and hard copies in Microsoft excel format) should be forwarded to senateandceremonies@unilag.edu.ng and Senate and Ceremonies Unit, 6th Floor, Senate House, UNILAG on or before 4:00 p.m. on Monday, May 25, 2026.

ELIGIBILITY
Those eligible to vote include all academic staff as follows:

  • Assistant lecturers and above,
  • Visiting lecturers/Professors
  • On Annual Leave, Maternity Leave and Research Leave

Those not eligible to vote include all academic staff on:

  • Sabbatical Leave
  • Contract Appointment
  • Training Leave
  • Leave of Absence
  • Study Leave
  • Adjunct

ELECTORAL PROCESS

  • Hard copy of the Proposal (Nomination) Form must be lodged at the Senate and Ceremonies Unit not later than twenty-four (24) hours to the election date (i.e. by 10:00 a.m. of the day before the conduct of the election).
  • Photograph of the proposed candidate should be glued or celotaped (not stapled with pin) on the Proposal Form.
  • Eligible voters that have UNlLAG e-mail access complaints/issues should report through: helpdesk@unilag.edu.ng not later than 24 hours to the commencement of the voting exercise.
  • Academic staff are kindly reminded that the password to their UNILAG email address is personal to them and would take responsibility for actions carried out through the email.
  • Visiting Lecturers/Professors who wish to vote, should request for a UNlLAG e-mail address from the Adetokunbo Babatunde Sofoluwe-Centre for Information Technology and Systems (ABS-CITS) by forwarding an email to: requesttocitshelpdesk@unilag.edu.ng through their Heads of Department with the softcopy of their Identity Card, Letter of Appointment and Assumption of Duties Slip/Letter attached, not later than 24 hours to the commencement of the voting exercise.
  • The proposed candidates (Nominees) are to indicate in writing to the Senate and Ceremonies Unit, their availability and the availability of their representatives at the “Control Room” in ABS-CITS not later than 10:00 a.m. of the day before election day.


PROCEDURE FOR e-VOTING

  • In line with extant policy, election must hold during the meeting of the Faculty Board of Studies. There is therefore a need to call for a Faculty Board meeting (Physical and Virtual).
  • List of eligible voters shall be displayed on the Faculty Notice Board twenty-four (24) hours before the meeting.
  • Voters can check their eligibility for election of Deans and Sub-Deans on the University portal from Thursday, June 4, 2026 to Friday, June 5, 2026. 
  • The Blended Meeting of the Board of Studies shall have in attendance, the representatives of the Directorate of Academic Affairs.
  • To avoid a breach of the procedure on technical grounds, the blended meeting of the Faculty Board of Studies must have been duly constituted (quorate) by the Dean/Ag. Dean before the commencement of e-voting.
  • The Zoom link for the Blended Faculty Board meeting shall be forwarded to academic Staff not later than twenty-four (24) hours to the scheduled date.
  • Eligible voters shall receive access code to the voting platform in their UNlLAG email address during the Board of Studies meeting.
  • Eligible voters shall proceed to vote on the voting platform as provided by ABS-CITS.
  • The principle of ‘one man, one vote’ shall subsist.
  • The respective Faculty Officer, proposed candidates (nominees) or their representatives shall be required to be present at the “Control Room” in ABS-CITS during the period of voting to monitor the election as it progresses.
  • E-voting shall commence strictly at the time scheduled for respective faculties. It is important that faculties keep to the time allocated.
  • The e-voting window to select preferred candidate shall be within one hour from the commencement of e-voting.
  • Results shall be made available on conclusion of the e-voting exercise.

Kindly Note: The Dean and Sub-Dean must emerge from different departments.

UNIVERSITY OF LAGOS

REGULATIONS GOVERNING THE APPOINTMENT OF DEAN AND SUB-DEAN

   Article 9 of the Lagos University Statute No.1 provides as follows:

  1. In the case of each Faculty, School, Institute or other teaching unit established by regulations, one of the professors assigned to that teaching unit shall be the Dean of that teaching unit.
  2. The Dean of a teaching unit shall be appointed in such manner as may be prescribed and shall hold the office of Dean for such period and on such terms as may be prescribed.
  3. The Dean shall be chairman at all meetings of his Board of Studies when he is present, and when he is not present, such other member of the Board present at the meeting as may be prescribed, or in that member’s absence such other member of the Board present at the meeting as the Board may appoint for that meeting, shall be the chairman at the meeting.
  4. It shall be the function of the Dean of a teaching unit to present to Congregation for the conferment of degrees persons who have qualified for degrees of the University at examinations held in the branches of learning for which responsibility is allocated to the Board of Studies of that unit.

Senate has prescribed the manner of appointing Deans as follows:

  • Where there are two or more full professors in a teaching unit of the University, the Assembly of Teachers shall elect by secret ballot one of the professors as Dean of that unit.
  • Where there is only one professor in a teaching unit, that professor shall be deemed to be Dean of that unit.
  • Where there is no full professor in a teaching unit, or where although there are two or more full professors no nomination is received from such a teaching unit, the Vice-Chancellor shall after consultation with the teaching unit concerned appoint someone to act as Dean of it for such period as may be specified in the instrument of appointment, or until a Dean is duly appointed or elected as the case may be.
  • The term of office of a Dean shall be two academic years in the first instance; but a Dean is eligible for re-election for a further period of two years only.
  • There is a time limit of 24 hours before the meeting for the election of Dean for lodging valid nomination papers with the Academic Secretary.  All papers lodged outside this time will be rejected.
  • The Vice-Chancellor may delegate to a Dean such functions and powers as may be specified from time to time in that behalf.
  • For the purpose of these regulations, the expression “teaching unit” means a College, Faculty, School or Institute of the University, and the expression “Assembly of Teachers” means all the members of a teaching unit including those of its Board of Studies.

The regulations governing the appointment of a Sub-Dean are as follows:

  • Sub-Dean shall be elected by members of the Faculty Board of Studies, and where there are two or more candidates election shall be by secret ballot.
  • The term of office of the Sub-Dean shall be one year in the first instance.  An incumbent of the office shall be eligible for re-election for a second term of office.  Thereafter, he shall only be eligible for re-election after two years from the date of the expiration of his second term of office.
  • The candidate for the post of Sub-Dean shall be below the rank of professor, but not below that of senior lecturer.
  • The Dean and the Sub-Dean shall not belong to the same Department.
  • The Sub-Dean shall not hold office as Acting Head of a Department during his term of office.
